These Terms are an agreement between you and ReLocal HQ LLC ("ReLocal", "we", "us"). By creating an account or checking "I agree", you accept these Terms. If you don't agree, don't use ReLocal.
1. What ReLocal is
ReLocal is an online marketplace that connects owners and managers of residential buildings in New York City ("Owners") with independent contractors and handymen ("Contractors"). ReLocal is not a contractor and does not perform, supervise or guarantee any work. When an Owner hires a Contractor, the agreement for the work is between the Owner and the Contractor. ReLocal collects and holds payment for the job as described below.
2. Accounts and verification
- You must be at least 18 and give accurate information. Keep your password private; you're responsible for activity on your account.
- Owners verify that they own or manage the building. Contractors verify their license (where required) and insurance before they can bid, and must keep their insurance current. ReLocal may refuse, suspend or remove any account.
- Verification is a check of documents you provide at that time. It is not a guarantee of anyone's work, honesty or ability.
3. Plans and billing
- Plans are billed monthly or yearly in advance through Stripe and renew automatically until cancelled.
- Cancel anytime. Your plan stays active until the end of the period you paid for. No partial-month refunds. Yearly plans: no refunds after the first 30 days.
- Founding 25: the first 25 members get 3 months free on any plan, then the plan renews at its regular price unless cancelled.
- We may change plan prices with at least 30 days' notice; the new price applies at your next renewal.
4. Jobs and bids
- Owners describe the full scope of work when posting a job. Contractors bid on that scope. A bid is an offer to do the described work for the bid price.
- When an Owner hires a Contractor, the Owner and Contractor agree to the work and price in the accepted bid, plus any change orders both approve through ReLocal.
5. Paying for a job
- When hiring, the Owner pays the full bid price through ReLocal, by bank (ACH) or by card. Card payments include a card processing fee shown before you pay. Owners pay no ReLocal service fee.
- ReLocal holds the payment and sends it to the Contractor in two parts: half once the Owner's payment clears, so work can start, and the other half when the job is finished (see section 6).
- Contractors pay ReLocal a service fee of 5% of each amount sent to them, deducted from the payout. Contractors receive payouts through Stripe and must complete Stripe's payout setup.
6. Finishing a job: the 3-day rule
- When the work is done, the Contractor marks the job finished in ReLocal. The Owner is notified.
- The Owner then has 3 days to either confirm the job is finished or report a problem in ReLocal.
- If the Owner confirms, ReLocal sends the held half to the Contractor.
- If the Owner does neither within 3 days, ReLocal will release the held half to the Contractor automatically, and the job is treated as finished.
- If the Owner reports a problem within the 3 days, the release is paused. The Contractor is told what's wrong; once they fix it and mark the job finished again, the Owner has a new 3 days. ReLocal may also review the job with both sides and release the money, refund all or part of it to the Owner, or keep holding it while the Owner and Contractor resolve the issue. ReLocal's decision about held money is final as between you and ReLocal, but does not limit any rights the Owner and Contractor have against each other.
7. Change orders and your saved payment method
- If the Contractor finds extra work on site, they send a change order through ReLocal with what they found and the extra price. Nothing extra is owed unless the Owner approves it.
- Approved change orders are paid through ReLocal and held and released with the rest of the job.
- By paying for a job, the Owner authorizes ReLocal to save that card or bank account with Stripe and to charge it for any change order the Owner approved but has not paid within 3 days of approving it, plus the card processing fee if it's a card. For bank accounts, this is an authorization to debit the account (ACH) for those amounts. The Owner can pay with a different method any time before the 3 days end.
- If an automatic charge fails, ReLocal will notify the Owner, and the job cannot be marked finished until the change order is paid.
8. Refunds and cancellations
- If a job is cancelled before work starts, ReLocal may refund money it still holds, less any amount already sent to the Contractor and any non-refundable processing fees.
- Money already sent to a Contractor can't be pulled back by ReLocal; the Owner and Contractor resolve it between themselves.
- Bank (ACH) payments can take about 4 business days to clear. ReLocal releases money only after a payment clears.
9. Keep payments on ReLocal
Owners and Contractors who meet through ReLocal agree to pay and be paid for that job (and its change orders) through ReLocal. Arranging payment outside ReLocal to avoid fees may lead to account suspension or removal.
10. Contractor responsibilities
Contractors are independent businesses, not ReLocal employees. They are solely responsible for their work, licenses, permits, insurance, taxes, workers, materials, safety and compliance with all laws and building codes.
11. Reviews and content
Reviews must be honest and about a real job. You're responsible for what you post (job descriptions, photos, messages, reviews). You give ReLocal permission to display it in the service. ReLocal may hide content that breaks these Terms.
12. Disclaimers and limits on liability
- ReLocal is provided "as is". ReLocal does not guarantee the quality, safety, timing or legality of any work, or that any job will get bids.
- Building and city data (NYC public records, HPD, DOB) is shown for convenience and may be incomplete or out of date. Check official sources for deadlines.
- To the extent the law allows, ReLocal is not liable for indirect or consequential damages, and ReLocal's total liability for any claim is limited to the greater of the fees you paid ReLocal in the 12 months before the claim or $100.
13. Disputes and governing law
These Terms are governed by the laws of the State of New York. Any dispute with ReLocal will be handled in the state or federal courts located in New York County or Kings County, New York.
14. Changes to these Terms
We may update these Terms. When we make material changes, we'll ask you to agree to the new version before you continue using ReLocal. The version and date are shown at the top.
